1、研发资金投入匮乏
 
国内企业在产品技术积累、新产品开发方面与国外一些著名公司相比有着明显的差距。科技经费、研发资金投入不足已成为制约水泵制造业自主研发的一个主要因素。据行业不完全统计,研发资金投入占企业销售收入的比例不足2%,与国外知名公司进行比较,全行业的研发资金投入显得微乎其微,严重地制约了新技术、新产品、新材料、新工艺的研发。

3、基础配套元器件薄弱
 
基础技术发展滞后,基础配套元器件更是薄弱环节。长期以来,由于缺乏对基础技术研究应有的重视,我国整备制造业的基础机械、基础元器件发展滞后,成为制约重大技术装备发展的首要因素。机械密封、仪器仪表以及zui小流量装置等基础配套机械产品,中低档产品居多,新能质量不够稳定,这也是许多用户选择购买国外泵产品的重要原因。

7、“两化”水平低
 
国家“十二五”发展规划中提出全面提高信息化水平,推动信息化和工业化的深度融合。“十二五”期间泵制造企业对ERP系统进行了升级,新上了Director6生产管理系统、LPM系统等,但纵观行业信息技术在水泵制造业应用率还是比较低。信息技术已经成为提升工业产业生产效率和附加值不可缺少的必要手段,其中包括产品升级换代、重点设备的远程监控、无线监控,企业经营管理等各个环节越来越离不开信息技术的应用。然而但就国内水泵行业来看,全面应用信息技术并没有在其国内水泵制造业中得到广泛应用,完全影响了水泵行业的未来可持续发展性,水泵企业的发展后劲不足,制约了行业的整体发展水平,使得国内水泵企业难以与国外先进企业相匹敌。
 
8、行业规范亟待更新
 
行业共性技术研究缺失、设计、工艺、材料、制造标准规范亟待更新。由于改制,部分面向行业服务的研究院所成为各自为战的企业,机构性质与工作重心发生了非常大的变化,其行业技术支撑作用日益弱化,新技术、新工艺开发速度比较缓慢,设计、工艺、材料以及制造等众多标准都很难同国外对接,从而造成制约水泵行业发展的重要瓶颈。
